It has nothing to do with anarchy, it has more to do with having appropriate resources. But the right called it "defunding the police", and that's where we are.
I lived and worked in San Francisco and Oakland for many years. I've seen people on the streets committing crimes, harassing people or leremy sleeping and panhandling that belonged in mental care facilities, not jail. In fact, many of them had been in institutions that could no longer afford to keep them.
Because there's no mental health resources available, the cops get the call - and they're not well equipped to handle them.

it's kind of funny, i live in Michigan and for a stretch i used to visit internet friends in Canada probably once a month or so and at that point all you needed to get into/back from Canada was your license and your birth certificate.
but the amount of times we'd go through there and they'd just ask "citizenship?" and send us along (potentially with one or two friends so waste
they can barely speak) without looking at anything was crazy. i guess it's not
a surprise they're gung-ho about it after all that time.

Real-ID suffices. My husband and I went to toronto last year and were

Somewhat related but, for a while, here in Kentucky they would send out social workers to do some of these things because they are supposedly
better equipped. The sad reality of doing so is that some of the people they were calling on are, or turn, violent. After some of the social workers got injured/murdered, they stopped doing that as they realized
the police are better equipped at dealing with them.

You can easily do that with your phone. For Android, there are a couple open source apps that do it on F-Droid. Open Note Scanner is one. I forget what I used on IOS. There was one that gave you all the paid features for free if you had a .edu email address that I used, but I know there are truly free ones that work too.
Do those just take a photo of the pages though, or does it use OCR to get th text? And if any of the pages have inconsistent formatting or pictures, diagrams, etc. on them, how does it handle those?

California where we send ballots to people who obviously left our
state 4 years later. If I moved to Georgia, my registration

off from some electronic source anyway; they could probably be easily saved as a PDF to be sent out via email.
Good luck in your job search. I spent 2016-2017 looking for a job, and part of 2018. I had some career coach sessions that helped some. Two takeaways I had from that were to focus on making stories compelling, and using what people refer to as a SCAR/STAR portfolio.
If you're walking, keep doing it. If not, start at least once a day. Get out, stretch out, get some air, and some sunlight. It made a huge difference in my mindset.

I bought a new car a few years ago, and I scanned all the paperwork into a P so I can look at it more easily if I need to, and that has been useful a cou times.

Hard no.
At my first job, we had a midrange computer managing ordering, sales,
inventory, accounting and GL for a university bookstore We had
terminals for sales lookups and ordering, but most of the business ran
on the reams of greenbar 11x17 paper reports I printed out after store
closing and distributed to mailboxes for morning pickup.
I mentioned earlier that I'm involved in office moves and setups, my
team handles IT. We had half of a new office asking to not move the
printer, the office head, who's my age, insisted that we get the
printer set up ASAP.
